Do you need a Declaration of Value?
When a Declaration of Value is required in Italy, from academic and professional recognition to visas and public competitions, and how we obtain it for you.

What it is for, when it is required and how we can help you obtain it.
On the path towards recognition in Italy of a qualification or professional title obtained abroad, the Declaration of Value is often the decisive document. It is not an incidental formality, but a consular certificate issued by the Italian authorities in the country where the qualification was obtained. Its function is to describe, officially and reliably, the nature, level, duration and usability of the qualification, so that the Italian authorities may assess it correctly within their own legal system.
For those wishing to study or work in Italy, the Declaration of Value is very often the first step required, and unfortunately also one of the most difficult to take, especially for those no longer resident in the country where the qualification was obtained. Each Italian consulate abroad has different requirements, its own forms and particular arrangements for submission. The documentation must be translated in conforming fashion, legalised with an Apostille and organised into a precise file, failing which the application is inadmissible.
This is where we come in. If you are in Italy and cannot deal personally with the procedure abroad, we can do it for you. Thanks to our office in London and an established presence in numerous countries through expert partners, we deal directly with the Italian consular missions worldwide, handling the gathering, verification and legalisation of the documents, as well as the complete submission of the application through to collection of the Declaration.
When is the Declaration of Value genuinely needed?
The Declaration of Value is required in a range of cases that often escape even those with a passing knowledge of the procedures. In particular, it is required:
- in procedures for the academic recognition of foreign qualifications, both for access to university courses, master’s degrees, doctorates or specialisation schools, and in cases of formal equipollenza under Law 148/2002
- in the recognition of professional qualifications, to practise in Italy regulated professions such as doctor, engineer, psychologist, lawyer, architect or teacher
- in applications for visas for qualified workers, as in the case of the EU Blue Card, where the level of one’s academic or professional qualification must be demonstrated
- for participation in public competitions, held by local bodies or the State, in which foreign qualifications must be formally attested by a consular authority to be admitted to assessment
- in the recognition of secondary-school qualifications, for enrolment at upper-secondary school or admission to State examinations, where an official finding of equivalence is required
- in all those non-standard administrative procedures, such as registration with professional registers, the validation of qualifications for civil-status purposes or access to scholarships and financial support
