Recognition of foreign healthcare professions in Italy
A person who has obtained a healthcare qualification abroad and intends to practise in Italy applies for its recognition to the Ministry of Health. The route changes according to the profession and to the country where the qualification was obtained. These pages set out each case and follow the application through to registration with the order.
How healthcare recognition works
Recognition of healthcare qualifications is within the competence of the Ministry of Health, Directorate-General for the Healthcare Professions. The procedure depends on two factors, the profession practised and the country where the qualification was obtained.
The rules to know
Sectoral professions and automatic recognition. For qualifications obtained in the Union, the European Economic Area or Switzerland, the professions of doctor, medical specialist, nurse, midwife, dentist and pharmacist enjoy automatic recognition, because the training is harmonised at European level. In these cases the Declaration of Value is not required; in its place the certificate of conformity of the country of origin applies.
General system and compensation measures. The other healthcare professions, and all qualifications obtained in a third country, follow the general system. The Ministry assesses the training and may make recognition subject to a compensation measure, an aptitude test or an adaptation period, to make up any differences from the Italian course.
The Italian language. Knowledge of the language is a precondition for practice, verified by the order, as a safeguard for patient safety.
