Content and requirements of the Declaration of Value
What the Declaration of Value contains and requires: the institution, the level, the duration and the professional entitlement of a foreign qualification.

The Declaration of Value is a consular document that describes a foreign qualification and makes it legible to the Italian authorities. Knowing its content and requirements helps to prepare a correct file from the outset.
What it is
The Declaration of Value is issued in Italian by the Italian diplomatic or consular mission in the country where the qualification was obtained. It does not confer legal value on the qualification, but provides an official description that allows universities, ministries, professional orders and public bodies to assess it precisely. It is drawn up on the basis of the original documents submitted by the person concerned.
What it contains
The content varies slightly according to the practice of the competent consulate, but generally sets out:
- the institution that issued the qualification and its status in the system of origin
- the exact name of the qualification and the date of issue
- the duration and structure of the course, with the teaching load or credits
- the level of the qualification in the system of the country of origin
- the access the qualification gives to further study or to the practice of a profession
- the final mark and the local grading system, where available
- the field of study and any specialisation
- a summary of the education system of the country of reference
Professional entitlement
Where the qualification carries the entitlement to practise a profession in the country of origin, the Declaration states this. If, on the other hand, further examinations, traineeships or registrations are needed for local qualification, this too is noted, so as to offer a complete picture.
Documents and authentication
The Declaration is normally accompanied by an authenticated copy of the original qualification and sets out the identifying details of the holder. Where necessary, it is accompanied by an official translation, carried out by the consulate or by a sworn translator.
When it is required
It is required in many cases, including access to universities, master’s degrees and doctorates, State examinations, registration with professional orders, public competitions, scholarships and visas for qualified workers.
