Recognition and equivalence of a foreign doctorate (PhD)
How a foreign doctorate is declared equivalent to the Italian research doctorate: the university procedure, the conditions and the documents required.

Equivalence of a foreign doctorate is the procedure by which a doctorate obtained abroad is declared to correspond to the doctorate of the Italian university system. It concerns those who wish to work in Italian universities, take part in academic competitions or make a third-cycle qualification count. Competence lies with the universities.
Equivalence of a foreign doctorate: who needs it
Recognition concerns holders of a doctorate obtained abroad who intend to use it in Italy, for access to university teaching and research, for academic competitions or for purposes requiring the third-cycle qualification. It is a route distinct from the equivalence of a degree and from the recognition of a secondary-school diploma, with its own procedure and documentation.
The university procedure
Competence lies with the Italian universities accredited by the MUR, which assess the foreign doctorate and, by decree of the Rector, declare it equivalent to the Italian research doctorate, with legal value throughout the national territory. The framework is Article 74 of Presidential Decree 382 of 1980, supplemented by the amendments introduced by Law 15 of 2022. The application is submitted to the university that offers, within its accredited provision, a doctoral programme corresponding in field.
The conditions for recognition
For the foreign doctorate to be recognised it must be issued by an officially accredited institution, be an official qualification in the system of origin, correspond to the third cycle of the Bologna Process and have a legal duration of not less than three years, as provided for the Italian doctorate. The university also verifies the existence of a corresponding doctoral programme within its own provision.
The specific documentation
In addition to the research doctorate qualification, the application requires the sworn translation into Italian, legalisation or an Apostille under the Hague Convention and the Declaration of Value, which must expressly state the minimum legal duration of the programme and the legal nature of the foreign university. Also enclosed are the certification of the doctoral course with the dates of enrolment and award, the doctoral thesis and the curriculum with publications and research activity.
Timeframes and differences between universities
Each university sets the fee and the details of the procedure independently. The university generally notifies the start within thirty days and concludes the assessment within a few months of payment of the fee. Since the assessment depends on the doctoral programmes actually running, the choice of university is not immaterial and it is worth checking before submitting the application.
A doctorate for academic competitions and for public competitions
Equivalence by decree of the Rector is general and valid for competitions too. The position is different for those who wish only to take part in a public competition, for whom there is the route of equivalence for competition purposes, limited to that selection and within the competence of the Presidency of the Council, Public Function Department. Clarifying whether full recognition or merely equivalence for a competition is needed avoids beginning the wrong procedure.
Full equivalence or equivalence for a competition. Equivalence of the doctorate, by decree of the Rector, is valid for every use. To take part in a single public competition, equivalence for competition purposes may be enough. The choice depends on the purpose.
