Declaration of Value

Declaration of Value and CIMEA comparability statement

Declaration of Value or CIMEA comparability statement: how the two differ, when each is needed and how to choose the right one for your foreign qualification.

Recognition of foreign qualifications

The Declaration of Value and the CIMEA comparability statement are two different instruments. Understanding when one or the other is needed avoids errors, delays and unnecessary expense in the recognition of a foreign qualification.

The Declaration of Value

The Declaration of Value is a document drawn up in Italian and issued by the Italian diplomatic or consular mission in the country where the qualification was obtained. It attests to the identity of the institution that issued it, the nature and level of the qualification, the duration of the course and the value the qualification has in the system of origin. It is still required by many universities, ministries, professional orders and public administrations.

The CIMEA comparability statement

The comparability statement is issued in Italy by CIMEA and places the foreign qualification within the Italian system, by reference to the levels of the European Qualifications Framework and the National Qualifications Framework. It is a qualified but non-binding technical opinion, accepted by a growing number of bodies, above all in the university sphere.

When to choose one or the other

There is no fixed rule. The choice depends on the purpose and on the body that is to receive the document. The following are particularly relevant:

  • the intended use, that is university, ministry, professional register or competition
  • the country the qualification comes from
  • the type of qualification, academic or professional
  • the rules in force and the practice of the receiving body

The Declaration of Value is needed where an official document of the course is required, in particular in professional recognition. The CIMEA statement is a technical opinion, often sufficient in the academic sphere but not always accepted in place of the Declaration of Value.

How we can help you

We analyse the qualification and the intended use, prepare and translate the documents in sworn form and draw up the Declaration of Value. The CIMEA statement, by contrast, must be applied for personally by the holder on the DiploMe portal, because CIMEA does not accept applications submitted by third parties.
