Recognition of an EU nurse’s qualification
How a nurse’s qualification from an EU country is recognised in Italy: automatic recognition by the Ministry of Health, the documents and OPI registration.

Recognition of a nurse’s qualification obtained in a European Union country
The nurse is a profession subject to automatic recognition. For a qualification obtained in the Union, the European Economic Area or Switzerland, the Ministry of Health verifies conformity and proceeds without a fresh assessment of its content. We follow the case through to registration with the order.
How it works
The training of a nurse responsible for general care obtained in the Union, compliant with the requirements of Directive 2005/36/EC, benefits from automatic recognition. Competence lies with the Directorate-General for the Healthcare Professions of the Ministry of Health.
Submission of the application
The application, on stamped paper and on the dedicated ministerial form with the relevant annex, is addressed to the Directorate-General for the Healthcare Professions, Office 2, at Viale Giorgio Ribotta 5 in Rome, by certified email to dgrups@postacert.sanita.it, by ordinary post or by hand.
The Ministry’s assessment
The Ministry verifies that the documentation is complete and that the qualification conforms to the requirements of Directive 2005/36/EC, without compensation measures for a compliant qualification.
Recognition decree
The procedure is normally concluded within three months of submission of the complete documentation, with the issue of the decree.
Language check and registration
The Order of Nursing Professions verifies the knowledge of Italian necessary for practice and proceeds to registration on the register.
The documents
The documentation must be submitted complete and compliant. The essential elements are the following.
- The nurse training qualification obtained in the State of origin
- The certificate of conformity from the competent authority of the State of origin
- A translation into Italian certified as conforming by the consulate or sworn before an Italian court
- Authenticated copies of the documents, at the consulate or any Italian municipality, without colour photocopies
- A valid identity document
- An application on stamped paper, with a sixteen-euro stamp for each qualification
Key points
The Declaration of Value is not required. For Union qualifications it is replaced by the certificate of conformity of the State of origin, under Directive 2005/36/EC.
No compensation measure for a compliant qualification. Automatic recognition excludes aptitude tests or adaptation periods, which remain possible for qualifications from third countries.
Knowledge of the Italian language. It is a precondition for practice, verified by the order as a safeguard for the safety of care.
Timeframes and costs. Normally within three months of the complete documentation, with a sixteen-euro stamp for each qualification, paid online through PagoPA.
