Recognition of an EU biologist’s qualification
How a biologist’s qualification from an EU country is recognised in Italy: the general system, the Ministry of Health since 2018, and the documents required.

Recognition of a biologist’s qualification obtained in a European Union country
The biologist is not among the professions subject to automatic recognition, so a qualification obtained in the Union is also assessed by the Ministry of Health under the general system, with the possibility of a compensation measure. We follow the case through to registration with the order.
How it works
The biologist is not a sectoral profession and so does not enjoy automatic recognition. Under Law 3 of 2018 competence passed to the Ministry of Health. For Union qualifications too, the Ministry of Health, Directorate-General for the Healthcare Professions, carries out a comparative assessment of the training, which may entail a compensation measure.
Submission of the application
The application, on stamped paper and on the dedicated ministerial form with the relevant annex, is addressed to the Directorate-General for the Healthcare Professions, Office 2, at Viale Giorgio Ribotta 5 in Rome, by certified email to dgrups@postacert.sanita.it, by ordinary post or by hand.
Assessment and evaluation
The Ministry assesses the training on its merits. For Union qualifications the Declaration of Value is replaced by the certificate of conformity. Where substantial differences emerge, a compensation measure may be required, an aptitude test or an adaptation period.
Recognition decree
The procedure is normally concluded within four months of submission of the complete documentation.
Language check and registration
The National Order of Biologists (ONB) verifies the knowledge of Italian necessary for practice and proceeds to registration on the register.
The documents
The documentation must be submitted complete and compliant. The essential elements are the following.
- The biologist training qualification obtained in the State of origin
- The certificate of conformity from the competent authority of the State of origin
- A translation into Italian certified as conforming by the consulate or sworn before an Italian court
- Authenticated copies of the documents, at the consulate or any Italian municipality, without colour photocopies
- A valid identity document
- An application on stamped paper, with a sixteen-euro stamp for each qualification
Key points
It is not a sectoral profession. Unlike the doctor and the nurse, the biologist follows the general system for Union qualifications too, with a possible compensation measure.
Competence of the Ministry of Health. Since Law 3 of 2018, recognition of the biologist falls to the Ministry of Health, no longer the Ministry of Justice.
The Declaration of Value is not required for EU qualifications. It is replaced by the certificate of conformity of the State of origin.
Knowledge of the Italian language. It is a precondition for practice, verified by the order as a safeguard for the safety of care.
Timeframes and costs. Normally within four months of the complete documentation, with a sixteen-euro stamp for each qualification, paid online through PagoPA.
